i think that money in bank shouldnt be unlimited lets say bank has 2 or 3 millions so someone takes loan its less and as securi missions are driving with taxes to bank then could add money each time to bank  when that bank has delivered money.
lets say each delivery adds extra 10-20k from each delivery to bank cash to banks account.

About this system add actually could explain where goes money like
selling house (50% taxes)
selling cars (if not traded)

There's absolutely no need for a loan system. If someone needs money they can get it from someone else. Adding this system just adds something for people to abuse.

I can already tell you how this will work. Rookie comes on and takes out a big loan. Gets a bunch of speeding tickets. Can't pay back loan. Goes in debit. Leaves server.

Rookie after 50 loads he can make maximum of 750 thousand
giving him a loan fo 500k not more.. will be helpful

Or they could just do more work and diversify their missions to get a feel for what the server has to offer.

Based on the posts by others, it doesn't really seems like a good suggestion. Besides if they want loan they could just ask others, asking once or twice isn't begging. And I see a lot of complications and ways to abuse this.
