garbage missions are: slow 61 km/h
                                it smells
                                cause of speed its annoying to get from destination to landfill
                                its slowest vehicle in server(i think) slower then house robbing

my suggestion increase speed to trashmaster atleast till 90 or 110 km/h

You aren't able to alter speeds with server code, only modifications can.

SetVehicleVelocity(); but it relies on timers and such. See how awful cruise control is (increasing your vehicle speed to the set value(s) for example).

Don't like the missions then don't do it simple. I doubt anything about the speed will change.

in any other server which i have driven with trashmaster it had speedlimit min 89-120 km/h
irl trucks who need heavy vehicle category speedlimiter is 89 km/h so it couldnt cross 90 km/h barrier which is allowed for heavy trucks, if only u dont drive on blind/black  without paper dunno how in english calls this paper in tachograph

Every server has their own ways to calculate vehicle speed. Download a speedometer mod and you will notice 61 kph is same as other server's 89 kph.

Its just a thing that happens because of gravity

It is really speeding, the server checks your speed, if the vehicles speed is lower than what you set, it sets/increases your velocity/speed. It's not hard to notice btw, if you've ever gone down from red county hill, you can manage over 200 kph.
