When your ISP block your ports you are able to unlock them using a router.
My ISP blocked all my ports and i unlock the ones i want using a router. If you want to know it its D-Link Dir-600

This is how it works:

The red wire is your internet connection, the cable that comes from your ISP  and you plug into the modem.
The blue wire is an RJ45 wire you need to connect from your Modem to your router.
The green wire is another RJ45 wire you need to connect to your PC.
Then you go to http://192.168.0.1 , usually you use that adress to all routers, someones needs another IP.
You go to the port forwarding section and select the ports you want to open and IP of PC where the ports will be unlocked.

I dont got the router/modem My wireless box goes straight to my computer and it plugged in by a DSL cord
so wall > box > PC

you really shouldnt be hosting on WLAN. Try to get a wired connection to your modem/router (Box) So your wireless router/modem gets connection from where? Wall and your computer is wirelessy connected to modem/router?
and type 192.168.1.1, Log in
Look for something like  NAT > Open ports or Port Forward. It would be good to know the model of your box too so i could help more specifically.

Most ISPs block port 80, 8080 from their own servers away from you so you can host websites on those ports so you must choose some other.

For static IP
You can set static IP for your computer inside LAN but not for internet.
You could ask for your ISP a static external IP but it will cost you extra. So everytime your router/modem restarts its going to get new similar IP.

Matias

The only way i found to keep same external ip is having your modem on all the time.
I have the same ip for almost 6 months without turning off the modem, its always connected to ISP. Eventually it  will change because license will expire but it will not be soon.

DJ_Smashon

How to get static ip: Never turn off modem and pc. I have same ip untill I restart my modem. Even if I turn off PC.

So it is router.

Go to advanced setup

>Port Forwarding

Fill in starting port and ending port whatever port you want to use for application. Remote IP can be left at 0.0.0.0 so it acceps the port from any computer in your network.

Save and reboot the router

for samp? No 7777 is the default server port for samp.

To do reboot just remove the powercord / switch it off and let it be off for 10 seconds and plug it back.  My router has function called reboot that powers itself off for 5 seconds and starts up again.
