Yes, that would work, let club threads / child boards use the formatting, but limit most, if not all of the public boards to just the regular format.

members, events, club childboards.. and thats all.. offtopic's topics are full of color..

Exactly, that's the boards that I find it somewhat acceptable to have formatting in it.
