also because I could sell my house to someone for whatever the lowest price is so that they can keep the house for me while I go inactive for several months and then when I return they sell it back to me for the lowest price.

Selling a house is already there in server.

Coming to trading, it should be allowed if the both parties involved in trading are willing to trade the same number of slots houses. For example, 'A' wants to trade a 24mil worth 6 slot for a 48mil worth 6 slot from 'B'. 'A' might give the extra money to 'B' through internal transactions because 'B' might be in dire need of money. 'A' gets the house and 'B' gets the money he need while their cars will also have no effect.
