tires get popped eventually anway, why the need of a gun to do it... plus 90% of the people who play dont have 95% enough accuracy to shoot someones tires

Tasers would be hilarious. Since we can monitor bullets when a person fires a weapon or gets shot by one we can modify values accordingly.

Certainly would be a fun way of combating the people that get chased by the cops to troll them.

What if the truckers/normal players, are driving and the cop accidentally shoots at honest trucks/civilian cars, and their tires would be blown off?

If you are just interested in the tires, how about a cop can spawn a spike strip from his car which will disappear automatically after 5 seconds ?
So if a theif is driving, a cop will overtake him and then spawn a spike strip from his car and thief's tires will be poped and then the spike strip will vanish away.
