Every server has their own ways to calculate vehicle speed. Download a speedometer mod and you will notice 61 kph is same as other server's 89 kph.

Question: When a truck is set at cruise of 135 at Tierra Robada..
Is it really speeding?? or no its 124???

It is really speeding, the server checks your speed, if the vehicles speed is lower than what you set, it sets/increases your velocity/speed. It's not hard to notice btw, if you've ever gone down from red county hill, you can manage over 200 kph.

I didnt say its hard to notice but after u cruise on 200 and you get up hill speedo meter stays at 200, but I feel the truck is only 120 or no??

if you know what you're doing, you'll be doing 1 mission every 3 minutes. Despite the low speed of the truck, this is one of the fastest achievements that you can do.
