Players disappearing when getting close to me

Posting here since i hate using forms, might move it to bug report if you wish, if it indeed is server related

this might sound odd but this is not the first time it happens, when i am getting close to some players, they just disappear from the map and from my screen in game,this report might be another example because i never encountered the guy yet he claims i rammed him 5 times, and it appears that i just drive through him, this time it was a suspect and i collected the proof i could

using loc, he is in sandus, yet no red dot on the map

here i waited for him to drive away and the red dot appeared again (smaller which means he is far)

here i got close to him again and took a screenshot of the map

then went out of esc and he appeared again on the map (on the left)

note that i was able to ask him to pull over when close to him but i could not see him at all


as you might see my ping is acceptable and my packetloss was around 1.6

you can see that i appear on his screen, but he does not on mine
