Help regarding mods

Hello. I used to play on this server while ago. But there's something which I want to know.
Are mods allowed such as car or truck mods?
Are CLEO mods allowed such as (ImVehFt or First Person Driver)?

You can use any mod that won't give you advantage over other players. Such as: car skins, truck skins, ImVehFt or First Person Driver. You can't use mods such as: map additions, cleo mods, ELM, and others.
