Counter strike problem

hi , i've did something to counter strike some weeks ago and i still can't solve it.
when i open it , a black screen show up and the loading icon is there from mouse, but in task manager it says "not responding"
here's a video and a photo from task manager, if someone could help me to solve it would be great.I think its the gpu because i use for cs intel graphics and not the dedicated one , if you could tell me also how to enable dedicated gpu?
