its a cleo mission thus you cant use that in MP anyway(I dont think you can), but again, no its not

No, since looking at the source. It messes with wanted level,health and armour for one,  not to mention it teleports you to places.

In short:

It contains health, armour ammo/gun and wanted level style cheats. It may not work in SA-MP though, just to be sure. Dont install or even install it to another directory. Why would you want to shoot aliens on CT anyway?
