did you delete everything that was still in your san andreas folder after you uninstalled it?
and maybe it is something in your san andreas documents in my documents ???

Move the root folder to a new location, it will create a new line in the registry so all previous error codes no longer exist as far as the registry is concerned. My game folder is on my desktop, also try renaming the folder, if that doesn't work then move it (Gta San Andreas folder not rockstar games folder)
