What is the actual forum hour? I know it states the time in the top left corner for me, is that everyone elses time? or is it the actual host time for the forum? asking because:

Not starting a flamewar over that topic in question, would be useful in some cases to know the GMT offset against mine.

You mean top right corner?
Its your time, it says 11:38:11 for me. Which it is.
It was set all the mod logs/posts everything in relation to your time.

It's the time you set at your account settings, it tells your offset to the main GMT. If you don't edit that options then you will have the forum time.
If you edit the offset, then all the moderator logs and everything where the time appears will be related to your time.
