Probably because The United States is much larger than Europe? The continental US is nearly 3 times larger than ETS2 with the two map DLC (Going East and Scandinavia). It's going to take them a long time to complete the entire US and then Canada and Mexico.

I didnt see anywhere that they said that all dlcs will be free. And i undarstand that decision. Its a lot of work making a map that size and if they will do it for free then they wont make any money and wont be able to do anything at all.

I will also point out, you're paying half as much as a newly-released AAA (triple A) title, to a company that is smaller and is very likely to have less financial backing compared to Activision/EA/Take-Two/Ubisoft. They probably need the additional money from DLC to sustain development for not just only game updates, but future DLC and their future interests.

Game development isn't easy guys.

Sadly it will turn into a money farming bitch just like Microsoft Flight Simulator or Train simulator where each new track, train, plane, airport costs as much as the game itself or more, how many states does US have? 50 states? and considering each one of them could be over 10 dollars, or $18,99 just like last DLC (Scandinavia) the game would be over 900 dollars, have fun paying that.
