wait, how do you get the phone to come up and how did you change the camera, Im guessing not using /camera, to be used as it?

I used /camera. By default it shows up with a grid at fullscreen, and the same image in smaller at right bottom corner in the phone. If you change the camera mode in the phone.ini file to "0" then you get this view with the blurred background and the phone in the middle.

so that draw distance is all ENB settings?

These making the high view distance:
sa_draw_distance_changer.asi + limit_adjuster_gta3vcsa.asi + IDE_DD_Tweaker.asi (+ 2dfx.asi for the far lights)

These 3 asi files making the far view distance and these also fixing any flickering or map holes.
