Open .set files

I need a software able to open .set files ... Can't find any atm. Notepads and visual studio can't do it.
All i found on Google was some shit like that

Example of SET file that you should all have: gta_sa.set in your gta sa user files folder.

First, go get HxD hex editor, it's free and works great. Reason is that I am going to explain how to do it with HxD.
First open HxD. At the top you'll see 3 drop down option boxes. Set the boxes to 16, ANSI, and HEX.
Now, open you GTA3.SET. You'll see "Offset(h)" on the far left, these are your Registers. Along the top you see" 00 01 02 03 04 thru 0F" these are your columns.
Ok, here we go, navigate down to Offset(h) 00000670 this is register 0x67, 0x673 would be 00000670 column 03, 0x67c is 00000670 column 0C and so on.
To adjust options just locate the Offset and Column to access the option you want. So, Offset=00000670 Column=0C should be 00 for lights off and 02 for lights on.
This is a quick and dirty explanation, hope it helps.
