My suggestion is to make some rules about the annoncement function.
It's getting pretty annoying that everytime you play, there will always come some random and useless anno up.
One player even said today that he had some problems seeing the road because of the big purple text.

Some of the rules could maybe be like:
- Only use annoncement function to annonce something real.
- No random and useless messages.

I'm not saying that these rules needs to be implanted, but atleast look at it as a problem, since it effects more then just me.

With controlling it I suppose you mean the abusing of the function.
Just like every other rules, the server staff should also control this one, nothing special about this.

Server staff are controlling announcements too. You can't break any rule even though if its in Announce. Plus you can not spam. If lets say, 5 guys make each by 1 announce in 5 minutes, thats not spamming because that would be cutting the freedom of speech on some guys. So no, useless idea. -1

Announcements are meant to be shown on the screen so EVERYONE can read it. Plus it has to be shown on the screen 3-4 seconds which is not that hard to drive. It is good as it is! -1
