What are your system specs?

I am able to run this mod without any problem and without memory fix with:

Pentium 4 3.0ghz with Hyperthreading
Radeon x1650pro 256mb
1gb Ram

I don't remember exactly, all I remember is I got a radeon enhanced intel graphics card, i7 processor @ 2.0GHz and 16GB of ram

Eddie told me some days ago how he did to remove it, i wont try it by myself because i like the blur effect.

Try to restart your PC and try it without open the game.
Maybe it's in use that's why Windows doesn't let you edit it, weird because you can edit enb while playing. But try that anyways.

Could it be when im saving the file it says, Encoding: ANSI.
Do i need to change that?
