Well, Whitewood is so far from Las Barrancas

you can start there, but it takes so long to get to the landfill.. Ill stick with Las Venturas

Rob - Uh...there isn't a specific "best place" for that.

rob houses - usually fir island by the eyre extension so you deliver at fir garage, le isle de hax, delivers at LSi, VCI usually goes to LSi or fir island
rob securcars - good luck with that
rob( steal cars) - usually SF or LS

stealing cars - ls pd is the best place (fastest cars) also lv is not bad but there isnt a good spawn to get fast cars all the time like in ls.
