You might aswell fill them with hobos or something if you cant use them... if there on the map we should be able to use them, in my opinion

Basic principle:


Parking spaces have parking metres asigned to it
This is samp, everything has a limit
We are running out of parking metres.


Conclusion:
Adding every little parking to the server and especially small ones have  no big effect, but they do cost the server parking metres for parkings/bases and houses.
So adding useless parking places =  waste of stuff wich can be better used on new projects.

The car parks are there cause they were part of Single player, next thing you will want every house on the map to be usable which would push the houses to about 1600 or so in total.
