Question about changing club name

Hello Guys,
I have got a question about changing club names.
Why is for a club without base changing the club name  $1.000.000 and for clubs with a base $15.000.000?

$1mil it's a standard price for changing club name (when club doesn't own a base),
and price for club with a base which wants to change name it's an exact value of the base..
