I noticed that the Base is not operational.And I think that should be functional

i believe that 2 of them are public parking spot but never used by people since no one live close to there.. but uhm yeah there are pretty much empty bases without any club or buyable thingy +1

This was suggested before. Ethan said each of them had a problem with it and that there wasn't a need for extra bases.

If there was problems with these bases would it not make sense to just remove them? The only way I figure these bases are still on the map is that they are going to be fixed eventually otherwise it would make no sense to keep them on the map even if only 2 of them were parking spaces.

these specific bases were put in, they needed to be fixed, I fixed them, Mick never updated them...  the one by SF medical hospital and the on in Bayside, I dont know those are still in the server since Mick said no, I dont know why the other ones havent been updated.. I have done everything I can do to get them 'up and running' so to speak.. Its all on Mick for him to do the rest and make them functional
