yeah it can, i remember when i was capped once, and i could barely type /work with out desyncing.

your plans capped, youve gone over your monthly quota. here, some ISP's charge you say 15 cents per 1MB you go over, better plans just slow down your speed @ the quota limit until your monthly charge is passed, then your quota resets.

I have sometimes same I type /work or /startconvoy or any mostly using commands nd they working after 10 mins I don't know why.. but it's happens ;(
