And whats the problem if someone let the toll opened so his friend pass it?
Does it bother you?, theres 2 tolls everywhere, if one is being used use another one, -1

I'm sure mick knows about this issue, and if he really insisted on making it more realistic, he would have done something about it. The fact that you are suggesting it (aka taking some valuable time to post something) means it's bothering you. Interesting to say the least...

Kind things usually starts friendship relations. I know it's not realistic, but this is a game after all. There are not many kind things you can do on the server. This is one of them. I'd give being able to do a kind thing over realism, really.

If admins/mods see you doing this, tthey fine you. Not sure how much but probably quite a hefty fine. So this way you only pay 15$.. Not 5000$ or whatever it is.

If you dont like get fines from admins then dont leave the toll opened.
People that get it knows why. Anyways all the fines i saw from admins was because the player was AFK at the tolls and leaved it opened
