Mod Allowed?

Hey guys, just wanted to find out if this mod is alright to use.
Basically its a mod which makes snow fall from the sky on my game which is activated by pressing CTRL + [Num +]. It is a cleo mod and more info can be found here: http://www.gtainside.com/en/download.php?do=comments&cat=124&start=0&id=16201&orderBy=
As far as I know, it doesnt edit vehicle handling or anything like that but I thought I would check if its okay to use xD

Im pretty sure its fine, i dont use it personally becouse its hot as where i am, nor does it snow ever.
But if it doesnt change handling lines, its fine.

yes its fine, mods are only not allowed when they either give you an unfair advantage i.e speed increase, handling changes


OR


other truckers can see the mod, or it affects them, for example emergency light mod because it flashes on other player's screens.

Its allowed , i used it in whole month of october and november. It changes whether to snow only in your screen, not anyone else. It also reduces lags. So you can play better and others will see you moving smoothly without lags.

Its aloud. but i disagree to it. I think it changes handling, because i had it, and when it was raining i turned on the snow, i stoped sliding around so much, as if it wasnt raining.
