Majmun was not trying to finish his achievement
I remember that after he finished the achievement he stopped stealing.. and quit the game...

Saying that he didn't talk to him in game or any transfers..
They are friends.. I'll do the same with my friend without money.. +  Shoock helped him a lot before...

No one will start a mission if their is cop near him... no one.
