i was playing this since 2013 and i taked a brake for 1-2 years then when i came back my account was deleted , it's something to do about this? can i have my account back ??

This is the official information regarding deleting inactive accounts as well as vehicles and houses of inactive players:

   
• Vehicles and houses will be refunded after 2 months (60 days) of inactivity. Player will receive the same amount of money he would get by selling vehicle/house.
• Inactive accounts will be deleted after 6 months (180 days) of inactivity.
• Players who are found to be repeatedly logging in to keep their house and vehicles, may be evicted without warning.

If you don't want to lose your account, but cannot play, you need to at least log in to the server (in-game) once every 180 days. There are no exceptions!
A script will delete accounts and refund vehicles/houses automatically after inactivity, so do not ask admins to evict inactive players from houses. However, you can use this topic to report players who are inactive but still have their house (usually by logging in to keep it).

You must start over. 

Update: as of version 2.9.13, accounts will not be automatically deleted after 180, but will be locked, and players who return after such long period can request that their account be unlocked as long as their absence was not caused by a ban. This does not guarantee that account will not be deleted after 6 months inactivity.
