can some one tell me what the hell this is and what does it do?

btw it tells me i have to close the program and will not let me play

You need to downgrade to 1.0.

- Download a no-cd v1 crack. Dunno if I can link it so just google it.
- Re-install your whole GTA-SA (remove all: documents, register keys, program files "Of your GTA-SA ofcourse").
- Then install the game again.
- replace the original .exe with the no-cd v1 .exe crack
- Install samp again.
