There is a refinery outside San Fierro. I guess he wants a refinery closer to SF. Or maybe in the city itself.

First place: it's a thief unload so it cannot be placed there.
Second place: Doesn't look anything like a refinery.

I can't imagine a fuel refinery in that city. It's just too "elite" for that. I think the refinery outside from the city is just fine (and realistic).

First one: that part of airport isn't very accessible to trucks, it requires you to go through the little entrance just before the airport and then over the bridge.

Second one: They looks like offices to me.
