How do I get Desktop Gadgets like this?

I am currently running Windows 8.1 and I notice the guy in the pic is using Windows 8 as well. I was wondering how I would customize my desktop to look like this. If anyone could help me, that would be very appreciated! Thanks! Pic below.

That's rainmeter desktop customization tool.
You can get Rainmeter Desktop Customization tool here
You can get skins for rainmeter Here
I'd not recommend the use of rainmeter for mid range PCs though, it affects the performance on a high scale.
