He didn't mean this as he was trying to provoke you into reporting him. However it is disrespectful so Viper will be told not to do this again.

In the future however, I highly recommend letting the offended person(s) report instead of you.

Also, stop bragging about reporting people, having 4 open reports, saying that FRAPS is already on etc. People don't like snitches and many see it as a provocation. Just report, and then leave it. Don't threaten people with reports either.
