Just add trading for god sake.. PL has got trading since they started and I have never ever seen someone who got scammed. Jeees, I dont see the goddamn problem if you add some limitations.

Well, suggested billion of times. Why you didn't remove it from the 'do not suggest' list. You know that everybody loves it.
Scamming? Here is a solution.
You make a deal with someone via some menus that are shown on the screen. You put name of the car (you own) in the deal and then put a price. The other guy agrees with the price or not. To make things easier, mappers can map a place where if you want to sell your house you go there and park it. Also, there will be another CB to announce that you are selling your car (Not announcements allowed, not main chat allowed, strict rules about this) and if you want to buy, go to that channel, ask someone or go to the place, etc etc.

It's not about possibility of scamming, it was about spam. We had cb 30 for advertising, but players were spamming main chat regardless the rules.

Enforce higher rules, and doubled/higher punishment for repeat offenders. Theres no proper way to combat it if you implement it.

And  for spamming, Warn players for advertising in main chat same as getting warned for advertising clubs.
