I made 2 versions,

1 for high PC,
1 for low PC.
Its released now!!

Idk, I can play with 80+ fps with high settings 
But you can try this:
1) Open up enbseries.ini
2) Then find, " ShadowQuality= " and put a 1 next to it.
3) It should then look like, " ShadowQuality=1 "
4) Select file, and click save.
This should give a bigger FPS..

or IG press Shift+F10, this should give 30+ FPS

find "EnableMotionBlur=1" in the EFFECT section, and change the "1" to "0"

The Windows 7 themes. I've got one of them running. Each time i start GTA SA, it switches the theme to windows 7 basic
