Change kick message for ELM

Change the message for when someone is kicked for ELM from 'No ELM' to 'No Emergency Lights Mod'.

A lot of people always ask what ELM is when someone is kicked for it, this would help

I will take your suggestion, next time i kick someone for it i will put "Emergency Light Mods are not allowed"

if someone has ELM, we dont have to use the exact phrase for it, Emergency Lights Mod.. we could simply say get rid of your ELM or get rid of you lights mod...
