"Choose Video" Menu

hello... I have some Pre-Edited videos. And i want to put them in one DVD-DL, but i dont want to burn it in to "Data" (settings) and i want it to be "Video" (settings) without being attached each other...
I want to make a "Choose Video" Menu. Anybody knew the program to create it?
Adobe Premiere Pro CS5
Ulead Video Studio
or
Adobe Flash Proffesional (?)

And my plan, it'll be like this...
A Little Credit (Pre-Edited Video) --- A Short "Movie" (Pre-Edited) --- The "Choose Video" Menu

Nero StartSmart or TMPGEnc DVD Author 1.6
I prefer nero but it takes alot of time to encode menus if you use a video as background.
