I installed some old car mods and them were lagging, so I installed original mods back. But, game didn't work, so I decided to reinstall it. I removed it, but I didn't restart my pc. Then I installed game back and restarted pc.
As game didn't work, I tried to uninstall it, but it showed same message as in video, so I deleted it.
Now, I can't play or uninstall it, what should I do?

I installed the game and restarted pc, then I tried to open game, but it didn't work. Then, I tried to uninstall it, but u can see what it shows (in video). So, I deleted the folder with GTA SA and tried again, but nothing changed.

Ctor.dll is part of Installshield. By the sound of it you didnt uninstall properly, you deleted. The uninstall files remaining wont work now as you've removed all the files they relate to.

Easiest way to fix is probably to install again then uninstall PROPERLY if you want rid of it.

To install it run the setup.exe directly from the disc, not the installer
