I was wondering if there is a way to convert GTA IV models to be used in GTA SA. If there is, can you please tell me?

You mean GTA IV cars? There are packs with all cars from GTA IV to SA, and yes, if you want to convert, you need to know Zmodeler, 3D Studio Max, etc.

Convertions are not that easy.
You should change all the car dummys, take the car that you want to replace, put the textures inside the .txd from that car you want to replace... Its hard.
