All billboards is very simple, now you don't need to know which one you want, you just want to edit all billboards files.

So do this:

download a billboard mod.
by this now you know which files to edit (you can edit them as well)

so use software Txd workshop, open Txd file, see the different images inside it, export as PNG, use photoshop skills (or any other software), save PNG, import back on the txd file through the TXD workshop software.

And there you go. New billboard!

you want it on all the billboards in the game???  thats really gonna cost ya (not really, im acting here) but why would you want that??? I can do most of the bilboards in LS (around a certain area) for you if you want..
