I've suggested multiple times about several of these parks, they won't get added. There isn't a high enough demand for some reason I think maybe.

That or Mick hates LS & wants the residents to suffer.    I suggest moving to LV, plenty of car parks. Until you do that, you'l have to live with one car park & two truck parks. FYI if you are unsure where these are, there is one around the back of Sweet's house (in the canal). Truck/car park in LS Docks (past the ferry near the warehouses). & the car park near Rodeo.
Also there are a few clubs in LS so they act as a private parking, just join a club & use it.
