Never had a problem refuelling at Narwick.
But once I had to emergency land at Verdant Meadows with Shamal, because I was about to run out of fuel very soon (1 bar). And I couldn't manage to find any spot in there to refuel my plane.
I know VM is not a plane (un)loading location, but still couldn't refuel it in there.

What actually was happening:
I was stealing a Sadler while SkittleS was on my tail.
My delivery point was Abandoned Truck Depot that everyone knows it's in Blueberry, I was coming from South of Blueberry (from Dillimore).
After passing the fence of ATD's yard, I've slown down in order not to hit this thing on the ground at the front of the black car: (see picture)

Because some other times when I've gone full speed in there, without slowing down, this happened: (see those 2 pictures)

And we all know that thief's can't use assistance in order to get flipped.

I think the staff member got it wrong and thought I slowed down in order that SkittleS could arrest me. I did not intend at all to let him get into my unloading range. If he was out of my range, I've could unload and pass on. If he was in my range, he was about to arrest me, and again I'd pass on.

Update:

Was going to North of LV , while he was coming from there. Saw me and he instantly blocked the road. Tried to brake and avoid but I still crashed.

I was cruising around FC.
Mark99 as a cop started to ram me for no reason, had no fine and I was not wanted at that time.
Also he didnt respond to any messages,didnt stop till my car was as good as broken.

Didnt think if Win7 has or not the Refresh feature. But I know Win8 has 

Windows refresh. All you're gonna lose are the softwares. (Not software preferences or associated files,just the soft itself).
