I don't quite understand, He can hear other players cars engines but he can't hear his own?
If that's the case, he may have his computer setup for surround sound and since the engine sounds come out the center channel and if he dosen't have a center channel he won't hear his engine. So a way to fix it is to set his audio to be in 2 speaker mode (stereo)
Right click the speaker by the clock
Click playback devices
Click Speakers in the Playback tab
Click configure
Then select that amount of speakers he has attached to his computer
Then click next and follow the instrctions after that.

Go in-game.
Press Esc > options > Sound or something is there user tracks or something. Maybe he has reduced( or muted) the sound. Ask him to restore default.
