Why is the server down all the time ? :/ and some times its up but like no one see's that the server have been down =??? like now its offline

My friend caps_l got this problem when hes connecting to the server, he get this crash Error report on 80-90% Of the load screen, But when he do it on the Non Multiplayer hes getting into the world normaly,. enyone know what is happening here,

we have been looking everywhere "youtube Google" No luck, so i hoped for some knows the problem and got a good respond on this topic!
