I suggested something similar to this and i think that will work. Now the system is 1cop = 1thief. It would be better if the system works 1cop = 2thieves. My arguments why:
- So, it will be easier for thieves to join.
- Cops will have more work which is better for them too!

i understand ur frustration with respawning cops but its very disadvantageous for players who own cop cars, since u cant park vehicles at police stations they would have to go to the base/parking/house everytime they want to use their vehicles. so -1
