try the following:

delete the gta.set
make sure everything has most up-to-date drivers.
rename the folder to something other than San Andreas
move the install folder to something other than c:/program files
make sure you have up to date client, right IP
can you connect to other servers? or it doesnt even get that far?
if you have v2.0, you might need a downgrader thing since SAMP only works with v 1.0

I have tried this same thing and I have EU 1.0.

What OS do you have? Try some compatibility options.

Windows 7 and compatiblity settings Windows 98/ME and Disabled Visual themes. this seems to work but it is now laggy.

This is a compeltly clean version of the game no mods what so ever. I had problems from yesterday when i installed MTA when it would just crash when i entered a vehicle it got better after i deleted all the files and stuff but then it just crashes whenever i tried to go into Display advanced settings.

Now i cant even get on the server at all. hope someone knows enough to help me.

There is a few vehicles in here I only use a few due to how the mods actually are like.
AT400- Stops the player from being to fly the plane
Linerunner/Artict1 - The trailer becomes amazingly massive and too big for the servers spawn points e.g. LSI the trailers will spawn in the blocks placed around the side and when touched by you will go flying.
Also If you are inside a vehicle while it is being driven or flown it will act like you are on top of it so you will smash into the sides and could die or get thrown out.
Warning if inside a vehicle (not passenger seat) and the driver decides to go to the dirtring in Blackfield or leave the server it is possible that you could be teleported into the ocean (this has been proven) also it could get your banned for hacks so USE AT OWN RISK

Probably not allowed on the server but still cool i really like the bus one this is a link to the mods on utube. this is a mod that makes the beagle look like a osprey (the osprey gunner of MW3) http://hotmist.ddo.jp/vehiclemod/osprey/index.html it comes with a asi mod so it can move like a hydra and the back door opens i find these pretty cool.

I think this will be a pretty neat idea has people who have basically completed the game (1000+) have some to try to achieve or strive to be better than someone else. I would expect there would be people that would like to be known for having longest convoy, longest tow truck line (tow trucks towing tow trucks) or most money. As I said before it gives people something to do after completing everything
