I Think this bug happens because of the slot for example
the slot is 100 but when is 97/100 the server automatically reserves the slot I think is for Adminstrator or Vips member
so when this happen wait the slot going to 95/100 and try to enter in the server
This happens too me all the time

Try to close any internet thing before play
Like windows of your Mozila or Chrome I dont Know what navegator you use
or restart your computer and start your GTA without MSN or Internet open
