I also have that, but I only have it when the free slots are full.
I think it's a reconnect feature made by Mick.
If all freeslots are full, reconnect within this timelimit.
Not everyone get it though, some people get kicked.
If you wait, you'll either get kicked, or you're in and ready to go.

The main character of GTA V said more in the trailer than the complete storyline of Claude in GTA III and GTA San Andreas.
Claude never said a word, so I don't think he'll make his return in GTA V
