Its takes some guts for a respected admin like you to apologize to them in front of whole public , you could have done this via PM or admin section, but you didnt. I think you are a great admin and will always try to be fair (but no one can be 100% fair because admins are humans),
and i think you will never let your personal grudges come again in your work.

documents and setting is wrong path, delete the first one. You can have only one hard disk path.
local disk C is included two times. (the one is quotes is the correct one but Make it till folder only, not the exe file)

yeah, we cant read any full sentence in mainchat without doing page up, but then we lag behind, because our reading speed is less with respect  to mainchat
something has to be done about the spammy chat... maybe making those missions invisible to others, and we can view things only which we dilevered

or

making more strict rules regarding mainchat, like making it compulsory to use cb channels

How to use it and is it possible in cvt server?

just rename txd and dff files to the desired skin name.
Then replace those txd and dff files in GTA3.img file.

Install them like a normal skin, they work really cool! They are client sided, and doesnt effect game, you can freely use it in CVT. (or anywhere else)
