Any areas in game mapped outside of the base game, are broken textures as seen in the attachment.

This is a clean install of GTA SA.

16gb ram, running at >50%
GTX 3070ti

Seems like you are an using an old version of samp.

Yeah its mostly fine for everyone, maybe try what goku says get the latest version of samp.
