Player reported: Rule broken: insulting / disrespect / threats

So yesterday i was banned because of this guy, got unbanned, he came online, so i reclassed so he couldn't camp on me so i wont get annoyed, he kept on smugging and seek confrontations.
Ignored it the best i could, and kept respectfull.
Afterwards he kept on /pming me telling me i'm a frustrated liar, and noob. probally a 9yr old kid he said to.
I kept on respectfull and quoted the rules, that insulting and harrasing isn't allowed.
After that he called me whats on the 3th screen, and there it went bad and admin told me to report on forum.
Also , i only have screens of /7 ing like 20 times per day, but he's cop all the time he plays and never leaves SF, even when theres no thief, thats ideling and not doing your job in my eyes, and /7ing for more then 20 times , and somethimes more then 15mins, is ideling in my eyes, but i cannot proof that with screens, sadly.
Rules involved:
6) Respect other players and their properties. Do not insult or annoy players, do not ask them for money. Do not contact them if they don't wish to be contacted.
cop rules:
2) Police must not abuse their privileges. They must do their job or reclass to another class. No joyriding or racing as a cop to avoid fines is allowed and will lead to police badge being revoked. If there are few people or fines online, you must move somewhere to where you can get fines/arrests. Intentionally parking or 'camping' where no fines or suspects are can be considered idling, and is punishable.
