OT: Its made for pc already xD my theory still stands:
They make it for consoles on PCs anyway?. They do it as a selling strategy (i think)
GTA V released on Xbox/PS3. PC User buys Xbox/PS3 with V. Thats one extra copy + money for M$/$ony. They then release it at a later date, on PC, then said PC user buys it for PC also, so thats two copies sold, plus an xbox/ps3 :P
I saw that the release date is 12th of March 2014...
It's not even announced for PC... Every time they announced it for PC, that was ~half year before PC release. So I would really surprised if it would come in 2-3 months.
